Freedom of Expression Area

The Freedom of Expression Area is located after the red curbing in front of the first tree by entrance to library parking lot and continues the length of the curbing on left side of parking lot next to N Park Blvd. Freedom of Expression Areas are specifically designated areas on San Antonio Public Library grounds where free expression activities may occur.

Library Freedom of Expression Policy

History

The Library was built on land donated in 1917 to the City by F. F. Collins. Grandson Finis F. Collins and other family members reversed reversionary clause of the deed to permit the building of the library in response to COPS (Communities Organized for Public Service) request for more neighborhood libraries. In appreciation, the Library Board voted in October 1983 to name the branch Collins Garden Branch Library. The groundbreaking for the 15th branch was held on December 4, 1983. It was officially dedicated on December 2, 1984 and opened to the public on December 17, 1984. Architects for the $1.4 million project were Alex Caragonne and Lee Reyna of Reyna/Caragonne Architects. A renovation began in 1995 and the building was rededicated on July 20, 1996. De Lara Architects, Inc. were responsible for the $320,750 renovation made possible by a 1989 bond election. 

Captain Finis Foster Collins was a pioneer and one of the first traveling salesmen of Texas, selling and being in charge of the manufacturing of windmills and pumps. He was born and raised in Mount Enterprise, in Rusk County, Texas. He settled in San Antonio, bought the land where the library is now located and turned it into truck farms watered by an artesian well located on the land, reserving one for his own use.
